which are microchipped, must be RoHS compliant
We understand
that it is beneficial for Russian companies importing products that violate
RoHS to disseminate information that RoHS requirements do not cover cartridges.
And we understand that the statement that cartridges are not covered by RoHS
requirements primarily reflects their methods of running business in Russia.
But in the RoHS related documents there is a clear information about products
which are specifically prohibited by RoHS, responsibility for the violation of
RoHS (who will be fired) and who has to control the goods imported into the
Russian market. And these are not customs authorities only.
If you want to receive the originals of
these documents before translation into Russian, please contact, for example,
the ETIRA. We believe that Javier Martinez, President of ETIRA, will share with
you all the documents on this topic and give an explanation if they are really
interesting for you. The Ministry of Justice of Russia is unlikely to answer
similar questions to representatives of commercial organizations.
However, for all companies that are really
interested in this issue, we recommend to have a look at the information
published on the websites of leading European or American cartridge suppliers.

What
is RoHS?
It’s
an abbreviation that stands for Restriction of Hazardous Substances and it is a
directive for the European Union that limits certain chemical substances from
appearing in electrical equipment (including both toner and inkjet cartridges
which are microchipped).

Do Toner and Ink Cartridges fall under
RoHS regulations?
Yes,
if it includes a chip. Since 2018, cartridges with a chip are considered as
electrical and electronic equipment, they are included under the WEEE (Waste
Electrical and Electronic Equipment) regulations and fall under category 6
(electrical and electronic tools) of the RoHS Directive.

New Environmental Laws have begun to apply in Russia!
Starting
March 1, 2020, the import of IT equipment, printing devices and consumables
(cartridges, toner, etc.) that violate RoHS requirements is NOT ALLOWED to Russia.
In 2021,
additional bans will be introduced on the supply of products that violate
REACH!
At the same time, only the results of the
examination that was performed by organizations accredited to conduct such an
examination in Russia and
the EAEU countries will be recognized on the territory of Russia.
The situation on the Russian market of printing
devices and supplies has changed. All suppliers and distributors will have to
confirm the environmental friendliness of their products in Russian expert
organizations.
The new situation on the Russian market
provides additional opportunities for companies operating in Russia to
increase their market share, and for new companies to successfully present
their products on the Russian market.

PRINTING CONTEST continues:
Stage 3 – The
Evaluation of Remanufactured OEM Cartridge Printing Quality
February
17, 2020. - Moscow.
The 3rd Stage of the International OPEN QUALITY PRINTING CONTEST has
begun. During this Stage the printing quality testing of remanufactured (refilled)
first-pass genuine cartridges HP CF283A is performed.

The
evaluation will be performed in accordance with the Russian method of
standardized testing LEM 2.01.19., certified
in Russia(Registration # РОСС RU.

The Contest
is held from February 17 to April 27, 2020.
Cartridges
for the Contest are accepted until April 03 with the obligatory indication of
the company participating,
toner type used in refilling and its manufacturer.
The Winners and Nominees of the 3rd Stage of the Contest will be announced on April 27 and awarded on June 04 at the BUSINESS-INFORM 2020 Expo (Russia, Moscow,
VDNH, pavilion #75, hall “A”).
The cost of participation in the 3rd Stage of the Contest is: 300 USD per cartridge.
According to the results of the expertise of each of LEM 2.01.19-tested remanufactured (refilled) OEM cartridges Nominees and Winners of the Third Stage will
be decided, as well as types of toners,
providing the quality refilling of OEM-cartridges.
After the end of the 3rd Stage of the Contest all participant-companies
will receive the results of testing for cartridges presented as well as
winner-results.

12 Nominees for International ‘Open Quality
Printing Contest’ Have Been Chosen
Moscow, January 15, 2020. – The 2nd Stage of
the International “Open Quality Printing Contest” is over. During this Stage
the quality of compatible cartridges CF226X has been evaluated. The evaluation
of compatible cartridges quality was performed using standardized testing
method, LEM 2.01.19, developed by the Laboratory of
Electrography.
The Organizer
of the Contest is the Information Agency “Business-Inform”.
The
Co-Organizer of the Contest is AQCMS (The Russian Association of Quality
Cartridge Manufacturers and Suppliers) and Laboratory of Electrography.
The Contest
accepted the remanufactured or new compatible cartridges of Russian and
International brands.
The Contest has
seen Russian and International companies participating in it, the companies
presented total of 34 cartridge brands. According to the results of testing 12
best brands were chosen. The compatible cartridges CF226X, presented by those
brands, showed high quality, allowing the organizers to declare all 12 brands
the NOMINEES of the 2nd Stage
of “Open Quality Printing Contest”. The list of nominee-brands is published
below.
The detailed
analysis of nominee-brand’s cartridges allowed choosing the Winners of the 2nd Stage of “Open Quality Printing
Contest”. The winner-brands will be revealed on 22th January 2020. The nominees and winners
will be awarded with diplomas and prizes.

Competence, Consulting,
and Educational Centers
Began to
Work at AQCMS
(Moscow, January 13, 2020) – The members of the Russian based Association
of Quality Cartridge Manufacturers and Suppliers (AQCMS) discussed the situation and the
tendencies on the Russian market of office equipment supplies, the results of
compatible cartridges quality tests (new and remanufactured),
as well as requests that were coming in from Russian state and large commercial
organizations during September-December 2019.
The members of AQCMS made
the decision of organizing Competence, Consulting, and Educational Centers within the framework of the Association.
The aim of the Сenters being organized is to professionally help Russian state and large
commercial organizations in the issues of:
- evaluation of office printing products
quality, MPS-services, environmental and data safety of document workflow
systems, office printing devices and corresponding supplies (the Competence Center);
- choice of document workflow automatization
systems suppliers, MPS-services, office printing devices and corresponding
supplies (the Consulting Center);
- organizing of specialists training
to acquire modern methods of evaluating the quality of office printing and
consumables (the Educational Center).
About AQCMS: The AQCMS is a
non-commercial corporate organization, registered at the Russian Ministry of
Justice on June 01, 2017. The main vectors of the Association’s activity

AQCMS Will Participate
in the International ‘RemaxWorld Expo 2019’
Moscow, October 07, 2019 – The Russian Association of Quality Consumables Manufacturers and Suppliers (AQCMS) will take part in the International ‘RemaxWorld Expo 2019’ (Zhuhai, October 17-19, 2019) and RemaxWorld Summit 2019.
The heads of the Expert Councils of the Association:
- Kashinskaya Tatiana (the Expert Council on the Issues of Evaluating Products Quality);
- Kuzin Sergei (the Expert Council on the Issues of Remanufacturing (Recycling) Industry);

AQCMS Stresses the Attention of Its Members
on the Issues of Remanufacturing (Recycling) Industry
Moscow, October 04, 2019 – Members of Russian Association of Quality Consumables Manufacturers and
Suppliers (AQCMS) have
discussed the situation on the Russian market of office equipment supplies and
analyzed the difficulties and barriers faced by the Russian industry of
remanufacturing OEM and compatible cartridges, supplied on the Russian market. They
expressed their concern about absence of legal and protection policies in
Russia regarding the support of Russian companies engaged in remanufacturing
(second use) of products. It was noted that at the same time as the governments
of all developed countries are trying to provide their maximum support to the industry of remanufacturing (second use) of
products, in Russia the industry of remanufacturing of OEM and compatible
cartridges nit only lacks the state support, but is also legally limited in terms
of supplying its products to the large state and commercial organizations.
Taking into consideration the
importance of the issue of developing the industry of remanufacturing the OEM
and compatible cartridges in Russia, the AQCMS made a decision to create the Expert Council on the
Issues of Remanufacturing (Recycling) Industry. Sergei Kuzin (Bulat Group) was
appointed the head of the Expert Council.

AQCMS Stresses the Attention of Its Members on the Issues of Environmental Safety
Moscow, October 03, 2019 – Members of Russian Association of Quality Consumables
Manufacturers and Suppliers (AQCMS) have
discussed the situation and tendencies on the Russian market of office
equipment supplies and expressed their concern about the lack of impartial
information on environmental safety of raw materials and parts used in
production of popular compatible cartridge models supplied on the Russian
market.
Taking into consideration the
urgency of the issue of providing eco-safety in modern IT-systems, the growing
complexity of environmental issues at hand, as well as social responsibility of
companies working on the Russian market of printing supplies and to
protect the electrographic equipment
market and its consumers from unscrupulous suppliers of environmentally
hazardous material, the AQCMS therefore:
- has made changes to the structure of the Association: the Expert
Council of AQCMS on the Issues of Informational and Environmental Safety has been divided in two: the Expert Council
of AQCMS on the Issues of Environmental Safety (headed by Yulia Danilogorskaya,
Business-Inform) and the Expert Council of AQCMS on the Issues of Informational
Safety (headed by Stanislav Malinskiy, Business-Inform);
- has ordered both Сouncils to assist the Laboratory of
Electrography Ltd in developing new LEM-methods in the fields of
environmental (LEM 3.01.19) and informational (LEM 5.01.19) safety.

LEM 3.01.19 method is a
civilized approach to the issue of Ecological Safety
Moscow,
August 28, 2019.- AQCMS Expert Council for informational and ecological
safety highlighted the position of AQCMS members about social responsibility of
companies working on the Russian printing supplies market concerning
defence of electrographic equipment market and it's customers against dishonest
suppliers of ecologically harmful consumables.
AQCMS members expressed deep concern
about lack of objective information about ecological safety of components which
are used for manufacturing of the most popular cartridges delivered to the
Russian market.
AQCMS made a decision to finish developing and
certify in accordance with Russian legislation LEM 3.01.19 method for evaluation of cartridge's ecological safety .
AQCMS members entrusted to Laboratory of Electrography
Ltd. to develope LEM 3.01.19
method attracting other specialists from specialized research institutions
and experts from Sechenov
Medical University.

certify in accordance with Russian legislation another version
of LEM 3.01.19 ( Evaluation of Cartridge's Informational and Ecological Safety )

3.01.19 development and inform all Association members how it is running.
