HP – one of
the leading global printing and computer equipment manufacturers – admitted
giving bribes to get a computer equipment supplying deal with Russian Attorney
General's Office in 2003.
Several Russian media has simultaneously published
articles on HP admitting giving bribes in Russia.
According to the Russian media sources, HP – one of
the leading global printing and computer equipment manufacturers – admitted
giving bribes to get a computer equipment supplying deal with Russian Attorney
General's Office in 2003. The investigation of this case began already in 2009
inGermany(the
shipments were conducted on behalf of HP’s German representative office). Later
the investigation was also joined by US officials. According to the verdict of
the Californian Northern District Court, which had been dealing with US claim
against HP’s Russian representative office, HP has been found guilty of giving
bribes to Russian officials and organizing respective ‘grey’ 8 million euro
fund, as well as concealing this information from the HP’s head office. The
Russian representative office admitted itself guilty of violating US Foreign Corrupt
Practices Act (FCPA). Besides HP’s Russian office, HP’s Polish and Mexican
offices also admitted the violation of FCPA. As a result, HP will pay 108 million USD penalty
(the sum includes ‘punishment’ for analogous corrupt practices in MexicoandPoland).
However not all Russian media joined the discussion of the story. Information
Agency “Business-Inform” General Director, mr. Malinsky Stanislav told
Recycling Times in an interview – “We will not discuss this occasion. Of
course, the fact that HP had been giving bribes to Russian officials is a shame
for such a well-known company. We can continue writing the word ‘shame’ for a
long time. However, we are paying your attention that these articles (quite
justly condemning HP) lack the names of the Russian officials who received the
bribes. Why we are not being told the names, if the bribing scheme was so
perfectly unveiled? The officials who received the bribes are no less guilty
than HP! Such crime as bribery always has two sides guilty – the ones who gave
and the ones who received the bribe. Until the names become known we will
abstain from discussing the case”.

Recycling Times Magazine has published a small article, called “Clone
Cartridges Sold in Russia May Violate OEM Patents” on its web-site as a
response of HP and Lexmark to the interview with Information Agency
“Business-Inform” Director, mr. Malinskiy S.V. regarding the specifics of the
Russian market. HP and Lexmark representatives claim that the situation with
registration of their patents in Russia has considerably changed and recently
most of OEMs’ patents regarding laser cartridges have been registered. This is
a very important issue for the Russian market. Which patents are registered?
When they were registered? Why there is still NOT A SINGLE lawsuit being filed
by the OEMs against the suppliers violating registered patents? The discussion

comments from HP at the Recycling Times publications, I am responding on the
basis of HP Inkjet business and HP inkjet patents in Russia.
I represent HP’s inkjet business and that’s the scope of my comments..”

Business-Inform 2014 – Visitors Preliminary
Registration Starts!
On the Business-Inform 2014 Exhibition’s site (http://sforp.ru/BI2014eng/reg.htm)
the preliminary visitor’s registration began. Everyone
willing can (by completing a small questionnaire) receive an Invitation for
visiting the exhibition with a unique code. During any of the Exhibition’s days
this Invitation can be exchanged for a visitor’s badge right at the entrance to
the exhibition pavilion.

3D Technologies on BUSINESS-INFORM 2014 Exhibition
Taking into consideration growth tendencies and further development
perspectives it can be seen that every day 3D technologies find new areas of
application in different economic sectors. And every day on the market of digital
and physical prototyping new companies appear attempting to improve printing
processes, as well as software and modeling systems. A large part of already existing
institutions and organizations specially allocate resources for researching
consumables and their safety qualities. That is why BUSINESS-INFORM Informational Agency created a new
unit dedicated to research and presentation of 3D technologies. Work on informational

3D Technologies – New
Direction for BUSINESS-INFORM Informational Project
Computer technologies are rapidly progressing
all across the Globe. New technical appliances, software, technologies, solutions
are appearing leading to emergence of new segments on the computer market and
new directions in corporate activities.
During the last few years 3D technologies were
being successfully developed and found more practical forms of application in
different fields of human activities. It is 3D technologies that are largely defining
growth tendencies and further development perspectives in various economic sectors,
they are giving impulse to acceleration of business-processes, corporate cost
reductions, and they are changing the manufacturing approaches and integral
evaluation of the perspectives.
That is why, it is not surprising that 3D printers,
scanners and many other devices directly connected to the realization of up-to-date
technical solutions are attracting more and more interest. In US, Europe, China and other
regions exhibitions, conferences, and seminars take place, during which leading

Concerning the
Consequences of OEM-Patents Registration to the Russian Market
of Laser Printing Supplies
Business-Inform Informational Agency
has finished the research concerning the consequences of the possible OEM-patent
registration to the Russian market of the laser printing supplies. The calculations
showed the following (see the diagram below):
The registration of OEM-patents in Russia will
not influence the existing market dynamics tendencies in 2014-2017 (during 2012-2017
– new compatible cartridges sales will
fall from 8.4mln to 7.3mln pcs., original
cartridges sales will grow from 10.5mln to 12.5mln pcs., the amount of refilled/remanufactured cartridges
will grow from 28.5mln to 35.9mln pcs.), however it will make the described
tendencies more apparent. In case the OEM-patents registration will happen in
the first quarter of 2014, then in 2012-2017 new compatible cartridges sales will fall from 8.4mln to 5.5mln pcs.,
original cartridges sales will growfrom 10.5mln to 13.0mln pcs., the amount of refilled/remanufactured cartridges will grow from 28.5mln to 37.1mln pcs.
On the whole, in case of OEM-patents registration, in 2014-2017, 52,8 mln pcs. of
original cartridges (7.5% growth), 18.4mln pcs. of compatible cartridges (40%
decline), 141.0mln pcs. refilled/remanufactured cartridges (4.8% growth) will
be sold.
The calculations show that in
2014-2017 the market will mainly grow in refilling/remanufacturing segment. The
growth of printing supplies segment is also notable; however economical feasibility
of OEM-patents registration in Russiais quite questionable. In case of the
implementation of a strong variant of Chinese compatibles import limitations
and buyers partial reorientation towards OEM cartridges, the Russian market
will face a serious lack of resources for planned replacement and development
of laser printing devices fleet, that in turn will lead to reducing of
equipment procurements by 0.6/0.65mln units (for 2014-2017 period).

Supplying Rates of Xerox and Samsung
Cartridges Are Growing
Information Agency
« Business-Inform » finished the marketing research of printing equipment and
printing consumables procurements by Russian state organizations in
January-June 2013. The evaluation of the world leading brands (HP, Xerox,
Samsung, Canon, Kyocera, Brother, Oki, Panasonic) shares in the total amount of
b/w cartridge procurements by Russian state structures showed that the
correlation of shares of the first eight brands changed considerably if
compared with 2011-2012 results (see the picture): HP – 50.42% (in 2012-2011 –
51.7/52.8%), Xerox – 19.94% (in 2012-2011 – 15.3/13.5%), Samsung – 12.42% (in
2012-2011 – 11.9/10.2%), Canon – 7.23% (in 2012-2011 – 7.8/8.1%), Kyocera – 4.78%
(in 2012-2011 – 5.2/5.8%), Brother – 2.55% (in 2012-2011 – 3.0/3.1%), Oki –
1.17% (in 2012-2011 – 1.3/1.8%), Panasonic– 1.06% (in 2012-2011 –
1.6/1.3%). So, the total share of the six leading brands during the first
half of 2013 constituted 96.3% of all the cartridge supplies for b/w printing
(in pcs.). The comparison of the received data with 2011-2012 results shows the
growth of supplying rates for Xerox and Samsung cartridges and considerable
decrease in tender procurements of HP and Canon cartridges.
