Quality Consumables to the Largest Russian Buyers
Moscow, July 22, 2020. – The
Association of Quality Consumables Manufacturers and Suppliers (AQCMS) organized and performed
on 21 of July the Online Conference “Modern Office Printing: the Issues of
Quality, Environmental Safety and Information Security”. The Conference saw the
participation by representatives of 43 Russian companies, the largest buyers of
office printing equipment and consumables. The sponsors of the conference are: Information

thanked the organizers and sponsors and expressed the wish to meet again during
September at another AQCMS Online-Conference for Russian corporative buyers of

BUSINESS-INFORM Declares the Winners of Open Quality Printing Contest
Moscow, 13 July 2020. – Information Agency “Business-Inform” (Russia) has announced the winning toners of the international Open Quality Printing Contest (3rd Stage, Evaluation of Remanufactured OEM-Cartridges Printing Quality). The Winners of the 3rd Stage are toners from: IMEX (supplied by IMEX EU Trading SRL, Spain), MK Imaging (supplied by Delacamp AG, Germany), Daiken Chemicals (supplied by Zhuhai HaoYinBao Printing Consumables Co., Ltd., China).
The 3rd Stage of Open Quality Printing Contest, dedicated to the evaluation of remanufactured OEM cartridges printing quality, was organized and performed by the Information Agency “Business-Inform” (Russia) during February 17, 2020 – July 01, 2020. Participation in the 3rd Stage was allowed for remanufactured (refilled) OEM first-pass HP CF283A cartridges. The evaluation of cartridge printing was performed according to the Russian Standardized LEM 2.01.19 method certified in Russia (registration # ÐÎÑÑ RU. 32155.04ËÝÌ0) and recommended by the Association of Quality Consumables Manufacturers and Suppliers (AQCMS) for performing of comparative research on Russian territory. The 3rd Stage of the Contest saw the participation of 64 remanufactured first-pass OEM HP CF283A cartridges, presented by the leading International and Russian companies. The cartridges were refilled with 17 types of toners. After testing of all cartridges provided for contest 4 toners were chosen whose use in remanufacturing produced the best results (criteria – de facto yield, the dynamics of optical density, the overall number of defects of various types, etc.). The Winners of the 3rd Stage were Japanese toners: IMEX (CMG-3 è CMG-L), MK Imaging (UT1917), Daiken Ñhemicals (HYB-U4RM), and the companies that have provided them for the contest: CUHDO Ltd., UNITON SERVICE Ltd., RMS Ltd., Zhuhai Haoyinbao Printing Ñonsumables Co., Ltd. (HYB TONER).
The organizers of the Contest note that the results of performed tests showed not only the positive sides of the remanufacturing industry and its best products samples, but possible flaws as well. More than half of the remanufactured (refilled) cartridges provided for testing failed to demonstrate the declared yield (printed less than 1200 pages compared with 1500 declared) and had issues with image reproduction (low optical density, nonuniformity of filling, etc.). In four of the remanufactured (refilled) cartridges toner with a considerable content of less than 5 micrometers has been found. Therefore the quality of remanufactured products is largely influenced by the default condition of the cartridges, the quality of components, the conditions of remanufacturing as well as the expertise of the remanufacturers. The Information Agency “Business-Inform” congratulates the Winners of the 3rd Stage of Open Quality Printing Contest and hopes that the results of the contest will be useful for the suppliers of consumables as well as for companies using office printing equipment and employees of enterprise remanufacturing centers.

AQCMS Discusses the Office
Printing Industry Issues
with the Largest of
Russian Consumables Buyers
Moscow, July 03, 2020. – The
Association of Quality Consumables Manufacturers and Suppliers (AQCMS) had organized and performed on
July 03, an online-conference called “Quality Consumables: Who Manufactures
Them and Where to Buy Them?” The participants of the Conference were the
representatives of 146 Russian companies – the largest buyers of consumables
for office printing devices. The Conference sponsors are Information Agency “Business-Inform” (Moscow), CUHDO Ltd., and INCOTEC Ltd.
The best Russian experts presented the participants with the reports
regarding:
- The dynamics and
tendencies of the Russian market of consumables during 2011-2020;
- The methods of the
office printing quality evaluation in Russia and abroad;
- The testing results of
printing quality and environmental characteristics of cartridges presented on
the Russian market during 2014-2019;
- The leading Russian
and International brands and the dynamics of their shares on the Russian market;
- The environmental
requirements towards office printing devices and corresponding consumables (Stockholm
Convention, RoHS, REACH etc.);
- The experience of creating
and running (within Russian companies) the b/w cartridge remanufacturing
centers.
The Conference participants together with the leading industry experts discussed
the issues related to practical aspects of quality cartridges procurement
organizing; the control of printing quality and of environmental requirements
for the products procured; as well as the issues of remanufacturing and
disposing of the consumables.
The considerable interest among the participants of the conference was
caused by the following discussions:
- Cartridge
quality testing:
the discrepancy between the declared and an actual yield, low optical density
of the image, grey background. Where to buy a quality cartridge, and who can
really help in it?
- Forgeries
on the Russian market:
why their numbers are growing?
- Environmental
rules violations and corresponding responsibility: the negative impact on health and environment
of the cheap low-quality cartridges is proven; the commentaries of the Russian
lawyers and experts regarding the responsibilities of the manufacturers,
suppliers (sellers) and consumers (buyers) in accordance with Stockholm
Convention and RoHS requirements.
- Remanufactured
cartridges and their procurement: the issues of quality and consistency of characteristics or the
possibilities of creating new jobs and preserving the environment?
- Independent consulting: where to go to get an independent (from
manufacturers, suppliers and sellers) consultation or expert opinion?
According to the results of the conference a workgroup of 7 persons was
created for preparation of specific suggestions on developing the unified
approach:
- Towards the definition
of “high quality” concept for various-branded cartridges;
- Towards the system of
informational support of the Russian buyers of the office printing devices and
corresponding consumables;
- Towards the system of profile
training and re-training of governmental organizations and commercial
establishments engaged in procurement of office printing devices and
corresponding consumables.
As a head of the working group was elected the President of AQCMS, Malinskiy

As a nice surprise for the participants of the conference, there came
presents on behalf of one of the sponsors. the Information Agency “Business-Inform”, which

The participants of the conference thanked the organizers
and sponsors, and expressed the desire to meet once again already in September.
The organizers of the conference confirmed such possibility and declared they
would be planning to perform the online-conference for the end of September,
and the part of the next BUSINESS-INFORM Review issue (#28, 2020) –which is to
be released in the beginning of September – would be specifically focused on
the issues of quality evaluation and standardization as well as on presenting

The Distribution of MSE and G&G Brands
Is a Logical Widening of Our Recent Range
Roman Samoilov, Director, Office Assistant Company,
answers the questions of Information Agency «Business-Inform» Your company, Office Assistant,
is a successful distributor of Cactus, Static Control, Pantum, and CET products.
Each of those brands is well-known on the Russian market and has its own
resellers and buyers. And now you are about to undertake MSE and G&G
cartridges distribution. What is the cause of such decision? Ambitions or economic calculations? How do you
plan to position them?
As we once said a year and a half ago, when Office Assistant was just a start-up
project, our main aim is to provide our partners on the Russian market with the
set of brands each of those has its own unique features and characteristics,
together though all those brands produce a synergy effect in terms of sales and
fit in with 99% of customers and users requests in the field of printing
compatibles.
For us MSE and G&G cartridges distribution is a logical broadening
of our recent product range.
Each brand from our portfolio will receive clear and accessible from the
market’s point of view positioning not only in terms of price, but in terms of
technical features of products, marketing and promotional support as well.
MSE and G&G
cartridges fall into quality category, they are well-known internationally. It is
exactly those brands that have many times become the winners of our Agency’s
and AQCMS’s contests in the “Best Quality” nomination. However the prices on MSE
and G&G are quite high. What advantages of each of those two brands do you
consider to be primarily important for the Russian market?
Industry professionals know well that the product having stable quality
extra features and own patent solutions just cannot be the cheapest on the
market. Unfortunately in Russia the share of low-quality cartridges is still
considerable, often it is the so-called “Noname” with the quality and yield
below any acceptable criticism. For the most part it is due to such products
that buyers and users form their negative attitude towards compatible materials.
On the other hand, we think that in Russia there is an already formed pool
of customers and users who know what level of quality they need for products to
fulfill their printing tasks and who realize the adequate price for such
consumables, at the same time not being ready to overpay for using OEM products.
Both MSE and G&G have a large number of their own patents and
technological solution, but the most important advantage for the buyer is the
presence of the stably high performance in terms of prints quality and
cartridge yield for reasonable price.
G&G and MSE are the brands with a successful history of development
globally that have proved the stability of their quality comparable with the
quality of OEM compatibles during multiple tests and comparative trials.
We wish to repeat the global success journey of those brands in Russia.
Your company is a
successful distributor of Static Control cartridges. These cartridges already enjoy
the established circle of buyers oriented towards the products of high quality.
However could it be that the volume of procurement that potential buyers have
been planning for Static Control cartridges they would simply divide between
the two brands, Static Control and G&G, but the volume itself will remain
the same?
We are counting on the notion that each brand from our portfolio will
find ‘its own’ buyer. To keep partners interested in working with our brands,
we’ll be using individual marketing tools and programs for each brand.
For a long time the distributor
of G&G cartridges on the Russian market has been ROSCO Company. Many
resellers and corporative buyers have got accustomed to the fact that it is
necessary to ask ROSCO regarding the procurement of G&G cartridges. What now?Will there be two distributors
of G&G cartridges? Is there a plan for some kind of coordination between Office
Assistant and ROSCO?
You are absolutely right, Rosco has for a long time been the first and the
only G&G products distributor on the Russian territory. Our colleagues have
made a considerable chunk of work on bringing the brand to the market and its
recognition among consumers.
We think that Office Assistant resources will allow enlarging the
channels and the geography of sales of G&G brand, and improving of service
scope on the Russian territory owning to the regional service centers which
successfully provide warranty services for other brands from our portfolio such
as Cactus and Static Control.
Of course we count on close cooperation and interaction with G&G head
office as with a vendor, as well as with Rosco as with a distributor for
performing unified strategy of brands development in Russia.
On which segment of the
Russian market are you counting on by offering MSE cartridges? Since those cartridges
are more expensive than Static Control’s and G&G’s. However there is a wide
range of cartridges for color laser printing as well as high yield cartridges
oriented towards MPS-contracts. If you are oriented towards MPS-segment, will
you be supplying also the solutions for remanufacturing of MSE cartridges?
During the first year we will provide for the Russian market MSE
cartridges of extended yield. Those cartridges are made by Clover company with
the use of unique own patented SCS (Secondary Cleaning System) technology,
which allows to considerably enlarge the yield of the cartridge without any
damage to the quality of prints.
This decision is especially interesting for the lines of color
cartridges for middle and heavy segment of laser printing machines since there
is no analogous solution anywhere in the world. That is why those MSE products
in our view will be especially interesting for companies providing cost per
copy print services, as well as for customers who are not just evaluating the
price of consumables but complex costs including consumables, servicing of
printing devices, logistics of spare parts and consumable materials.
According to the results of the year we will evaluate the achieved
results and make a decision regarding the necessity of broadening of MSE brands
assortment and bringing other Clover products on the Russian market.
How environmentally
friendly are G&G and MSE cartridges? Whose certificates testify their
eco-safety? To what extent are they in line with the requirements of Stockholm
Convention (ratified in Russia in 2011), as well as RoHS and REACH?
Since the cartridges of both brands are widely known and demanded globally
they satisfy the strictest world standards and possess all the documents and
certificates testifying the high level of production culture as well as
environmental safety, including RoHS and Reach certificates.
Your company is now a distributor
of several expensive quality brands of non-original cartridges, MSE, Static Control,
G&G. Is your company planning to enforce the work on promotion of quality
products or are you supposing that every reseller should solve it this problem
personally depending on its potential buyers?
Of course as a distributor we will do everything to provide our partners
and users with most complete on our products on the market and its difference
from analogs. We are ready to provide informational support for our partners
during talks with customers as well as to provide samples and participate in
product testing on customer’s technical base in case of necessity.
Right now our Agency
together with AQCMS promotes on the Russian market the number of initiatives on
support and development of Russian remanufacturing industry. Since
remanufacturing industry is focused first of all on remanufacturing quality
products, it is (though indirectly) stimulates in its development the
procurement of quality cartridges. For instance, the idea presented by AQCMS on
creating in Russian higher educational establishments the remanufacturing
centers implies not only teaching students but also them further working for
the good of their own university. It also changes the economic model in
providing printing equipment with consumables from the one oriented towards the
cheapest products to the one oriented towards more valuable products. To what
extent are you interested in such initiatives?
Undoubtedly the promotion and support of cartridges remanufacturing industry
is an important initiative. It seriously reduces the impact on environment, creates
jobs and forms the right perception of the remanufactured products with the
consumer.
It is not a coincidence that all MSE branded products are remanufactured
and the Cactus brand as well has a considerable share of such cartridges in its
range.
Of course the market introduces its corrections and we see that not all
the cartridge models make economic sense in terms of being remanufactured;
there is more demand for it within medium and heavy segments of printing
equipment. However in those segments the quality and workability of
remanufactured products often equals or even exceeds the new-built cartridges
performance parameters.
Therefore we from our side are ready to support the initiatives in
developing cartridges remanufacturing in Russia.
All the world now is
facing the corona-virus pandemic, which will undoubtedly hit the economy of all
countries. How do you evaluate the consequences of the pandemic for the Russian
market of consumables? In the conditions of funding absence will the buyers
choose low-quality cheap cartridges or still more expensive higher quality ones.
Will the perspective of creating new jobs become the argument for developing
the remanufacturing industry and therefore the argument for buying quality MSE and
G&G cartridges?
The corona-virus pandemic made significant correctives not only in the
field of economy but to everyday life in the whole world as well. Quarantine measures
and restrictions hit the business and the economy in absolutely every country
affecting more or less all market segments. Talking about consumables market, in
my view the hardest impact has been received by smaller countries lacking
financial reserves and being not ready for 2-3 months of a business lockdown.
It is possible some companies will be forced to close or restructure their
business.
Speaking of users and customers, the market of consumables in Russia has
been already formed and has its supporters both in the segment of using
OEM-materials and in the segment of compatible production. Undoubtedly within crisis
times all the companies and organizations search the ways for optimization and
decreasing the costs including printing costs, so some shift towards cheaper
products is possible. But I do not think it will be significant in the present
situation on the Russian market.
Today we see gradual withdrawal of
restrictions in Russia, regions are returning to normal life. Following it, the
businesses will start being restored.
We believe that the set of brands
and the strategy presented by Office Assistant on the market will be required
and will bring us partners for mutual implementation of our ideas into reality.

Moscow, June 25, 2020. – The members of the Association of
Quality Consumables Manufacturers and Suppliers are ready to provide Russian governmental
organizations and commercial structures with free of charge consulting services
for optimization of printing devices fleets and with help in provision of
quality consumable materials. The Association believes that the optimization of
modern offices is not only profitable economically but allows Russian organizations
and commercial companies to protect their employees from the harmful impact of
persistent organic pollutants (POPs) found in many cheap compatible cartridges
on the Russian market.
On June 19 and 22 this year, the
Association of Quality Consumables Manufacturers and Suppliers (AQCMS)
held several online conferences with participation by association members as well
as invitees from governmental organizations and commercial companies. During the
conferences reports by the heads of AQCMS Expert Councils were
heard regarding actual solutions in the field of optimization of businesses printing
fleets; informational and environmental safety issues; advantages of quality
cartridges; testing results of compatible cartridges presented on the Russian
market; as well as regarding the basic violations of Stockholm
Convention on Persistent Organic Pollutants by a number of
manufacturers and sellers of compatible cartridges.
Having listened to
and discussed the reports the conferences participants expressed their concern in
regard to existing issues of printing devices fleets optimization in Russian organization;
provision of informational and environmental safety in the modern office
printing and copying devices; the presence on the Russian market of the large
number of compatible cartridges violating not only the environmental
requirements of RoHS and REACH, but also the requirements of the Stockholm
Convention (ratified in Russia in 2011,
a Global Agreement by 183 countries with the aim to
protect people and the environment from highly toxic chemical substances). The participants
of the conferences noted that they understand the range of objective reasons forming
the existing situation on the Russian market and the forced character of
procurement by a number of Russian governmental organizations of cheap and
economically unfeasible office printing devices and corresponding consumables.
The participants of
AQCMS conferences offered the representatives of the Russian Governmental organizations
and commercial companies the free of charge provision of consulting services
for solving the issues of optimization of printing devices fleets and help in provision
of quality consumable materials. The representatives of AQCMS paid the attention of the conferences participants
to opportunities available to acquire free consultations in Expert Councils and
